Branch Civil served as the Design-Builder for this high-profile project under the authority of the Public-Private Transportation Act of 1995 in Prince William County. Partnering with Rinker Design Associates, Branch Civil provided design, construction, permitting, right-of-way acquisition and utility relocation for this project that resulted in the widening of Route 15 in Haymarket, VA, from two lanes to a median divided four- lane highway.
The team faced a wide variety of challenges during this improvement project, including wetlands mitigation, three bridge structures that spanned environmentally sensitive lands and streams, and careful traffic maintenance in a congested area adjacent to schools and a large recreational complex. Effective communication between county officials, VDOT, utility owners and community members was critical to the success of this project.
The James Madison Highway project included 22-lane miles of road widening which also allowed for the development of shared use paths for pedestrians, bicyclists, and equestrians. The $52.1M project was completed in the winter of 2009, ahead of schedule and under budget.
